Community Care Service Voucher Scheme for the Elderly (CCSV)

Home-based Care Services

CARE U Professional Nursing Services are recognized by the Government Social Welfare Department as one of the service units under the ” Community Care Service Voucher Scheme for the Elderly “, voucher holders can utilize the CCSV to access CARE U’s home-based care services.

What is the CCSV?

  • Implemented by the Social Welfare Department
  • Elderly individuals can use the CCSV to select suitable community care services according to their personal needs
  • The lower the economic burden of the elderly and their cohabiting family members, the more government subsidies they will receive
  • Elderly individuals can use the services within the value of the CCSV at no more than 2 recognized service units in the same month

What are the features of the CCSV?

  • Enables the elderly to stay in the community and receive adequate support
  • Flexible, allowing the elderly to choose the services they need without being bound by bundled consumption
  • Can be transferred to suitable service units at any time according to the elderly’s needs, to meet different needs at different times
  • 10,000 vouchers for the 2023 to 2024 fiscal year ; 12,000 vouchers for the 2025 to 2026 fiscal year

Eligibility and Application Procedure

  • Elderly individuals who have been assessed under the ” Standardised Care Need Assessment Mechanism for Elderly Services ” as suitable for either community care services or residential care services and are currently on the “Central Waiting List for Subsidised Long Term Care Services” (Central Waiting List) without having received any residential care services or subsidized community care services, are eligible to apply. The Social Welfare Department will send invitation letters to newly registered eligible elderly individuals on the Central Waiting List, inviting them to participate in the program.

Service Fees

  • Holders of the vouchers can flexibly use different value* with CCSV to purchase service combinations according to their needs.
  • The total payment amount is divided into six levels, which are 5%, 8%, 12%, 16%, 25%, and 40% of the value of the service combination. Voucher holders pay the total payment amount based on their financial situation, while the government is responsible for paying the balance of the value of the CCSV service combination.
  • The government will conduct a financial assessment based on the income of the elderly individual and their cohabitants, and refer to the median monthly income of the household to determine the elderly person’s co-payment level (Social Security Allowance, including Old Age Living Allowance, Old Age Allowance, Disability Allowance, etc., are not counted as household income).
  • The total payment amount is mainly adjusted annually based on the Consumer Price Index. If there are changes in the financial situation of the voucher holder in the future, they must inform the Social Welfare Department’s Community Care Service Voucher Office, and the department will reassess their co-payment level.
*Users can choose to use a co-payment amount ranging from the minimum to the maximum value of the CCSV to purchase service combinations. The value of the CCSV for this year can be referenced on the Social Welfare Department’s website.

The above is effective from April 1, 2025.
If the value of the service package for that month is $4,459, and their co-payment level is 5%, the senior would only need to pay $223 to receive a month of CARE U nursing services.

Our registered social workers will contact you to understand the service needs of the CCSV holder and caregiver, and confirm the willingness to use the service.

The CCSV holder/caregiver confirms the service and fee details.

In line with the service expectations of the CCSV holder and caregiver, a registered social worker will conduct a home visit and assessment to develop a suitable care service plan.

Our customer service staff will match and arrange suitable nursing staff to provide exclusive services at home.

If necessary, registered social workers and the professional nursing team will periodically review the service plan and update service details.

The Social Welfare Department conducts a means test based on the household income of the elderly. There are six levels of co-payment, which are 5%, 8%, 12%, 16%, 25%, and 40% of the value of the service package, respectively. If the applicant chooses not to disclose their household income, they will be required to pay the maximum co-payment amount (40% of the value of the service package), and the assets of the elderly household are not counted.
All eligible CCSV holders can receive subsidies from the Social Welfare Department for using services, with CCSV holders only needing to pay 5% to 40% of the value of the service package. Taking a service package value of $4,372 as an example, CCSV holders only need to pay $219 to $1,749. For instance, if the fee for one hour of physical therapy is $963, and the co-payment level for the community voucher is 8%, CCSV holders would only need to pay $77 for one hour of physical therapy service.
Elderly individuals holding the CCSV can choose from a range of services, including rehabilitation exercises, home-based services, escort services, day-to-home care, and personal care services. These services can be tailored to the needs of the elderly, with a personalized care plan established after a social worker’s home visit.
CCSV holders can purchase services from up to two recognized service providers within the same month. If services have already been provided by two recognized service providers to the CCSV holder in the same month, and the CCSV holder wishes to switch to another recognized service provider, the new recognized service provider and service package can only take effect in the following month at the earliest.
CCSV holders can withdraw from the CCSV scheme at any time, but the co-payment amount already paid for the current month will not be refunded. CCSV holders, their family members, or caregivers can inform the Social Welfare Department’s Community Care Service Voucher Office of their withdrawal either independently or through the CCSV holder’s case service unit.
